Kelly Villalpando

Management Services Administrator (MSA) Kelly Villalpando joined the San Joaquin County Probation Department in May 2020. She manages Probation’s Financial Services Unit, which is responsible for administering the department’s budget, grants, contracts, accounting, and fines/fees functions. MSA Villalpando began her career with the County in 2013, holding various positions in Correctional Health, Water Resources, Fleet Services, and, most recently, Probation. Prior to joining the County, she was a Senior Budget Analyst while in her 15-year tenure at Pacific Gas & Electric Company. She earned her Bachelor of Science in Business Administration, Finance/Economics from Notre Dame de Namur University, Belmont.
